Mr. Sandy Belmonte Abiad is a Senior Agriculturist at the Department of Agriculture - Bureau of Soils and Water Management (DA-BSWM). Since joining DA-BSWM in 2015, he has steadily climbed the ranks, demonstrating technical expertise, leadership, and a commitment to sustainable agricultural development.

Mr. Abiad earned his Bachelor of Science in Agriculture, major in Soil Science from the Central Bicol State University of Agriculture (CBSUA). His passion for public service and policy-driven environmental management led him to obtain a Master’s in Management, major in Public Administration (2024) from Philippine Christian University (PCU). He is currently pursuing a Doctor of Philosophy in Development Administration, majoring in Environmental Management at PCU, further solidifying his role as a leader in the field.

In addition to his government service, Mr. Abiad plays an active role in national organizations. He currently serves as Secretary of the Council for the Built and Natural Environment (CBNE) (2025), National Public Relations Officer of the Philippine Association of Agriculturists (PAA) (2023-2025), and Press Relations Officer of the Philippine Society of Soil Science and Technology (PSSST) (2017-Present).

His dedication has been recognized through multiple prestigious awards, including the Sariling Sikap Award (2024, DA-BSWM), Distinguished Service Award (2023, PSSST, Inc.), Outstanding Employee: Non-Supervisory Technical (2022, DA-BSWM), and Special Citation (2020, DA-BSWM).
