Empowered Women Agriculturists, Bautista and Nilo, Honored at 13th PFPA Distinction and Excellence Awards
Quezon City, Philippines — Two empowered women agriculturists and leaders in agriculture sector were recognized for their outstanding contributions to professional development, scientific advancement, and public service during the 13th Philippine Federation of Professional Associations (PFPA) Distinction and Excellence Awards (EXCeeD) held at Ang Bahay ng Alumni, University of the Philippines Diliman, on March 7, 2026.
Their recognition highlights the growing leadership of Filipina agriculturists who continue to break barriers, shape policies, and advance sustainable agriculture through science, innovation, and public service.
The awards ceremony, organized by the Philippine Federation of Professional Associations (PFPA), honored Filipino professionals who have demonstrated exceptional performance, high ethical standards, and meaningful contributions to their respective fields and to national development.
Among this year’s distinguished awardees were Dr. Karen S. Bautista and Dr. Gina P. Nilo, both active members of the Philippine Association of Agriculturists, Inc. (PAA) and respected leaders who continue to champion excellence, innovation, and inclusive leadership in the agriculture sector.
Dr. Bautista Recognized for Professional Association Development
Dr. Karen S. Bautista, Immediate Past President of PAA and the Philippine Society of Soil Science and Technology (PSSST), and current Chair of PAA’s Policy and Advocacy Programs, and Chief of the Soil and Water Resources Research Division of the Bureau of Soils and Water Management (BSWM), received the PFPA Distinction Award in the Professional Association Development Category.
Dr. Bautista was recognized for her transformative leadership in strengthening professional organizations in the agriculture sector and advancing the role of agriculturists in national development. Through her initiatives, she promoted institutional collaboration, good governance, and policy advocacy while fostering greater participation of women and young professionals in agriculture.
She played a key role in championing reforms that contributed to the enactment of two landmark measures of national significance: the Republic Act 12215 (Philippine Agriculturists Act) and Presidential Proclamation No. 544, which declares July of every year as Philippine Agriculturists Month. These milestones significantly elevated the recognition, morale, and professional dignity of agriculturists nationwide.
During her tenure as PAA President over the past two years, Dr. Bautista strengthened governance across national and regional chapters of both PAA and PSSST, while expanding institutional linkages with legislative bodies. Her leadership helped raise the visibility and influence of the agriculture profession in national policy discussions.
Her contributions have earned several recognitions, including the 2025 PSSST Distinguished Service Award and the 2025 Philippine Council of Associations and Association Executives (PCAAE) ANG SUSI Association Board Member of the Year Award. She was also named among the finalists for the PFPA Excellence Award in the same category.
Dr. Nilo Honored for Distinguished Government Service
Dr. Gina P. Nilo, Director of the Bureau of Soils and Water Management and Ex-Officio Member of the Philippine Society of Soil Science and Technology, received the PFPA Distinction Award in the Government Service Category.
Dr. Nilo was honored for her more than four decades of exemplary public service and technical leadership in advancing sustainable soil and water resource management. Since joining government service in 1981, she has led key initiatives that strengthened national food security, empowered rural communities, and advanced climate-resilient agricultural practices.
Her leadership reflects the increasing role of women professionals in shaping environmental governance and agricultural policy in the Philippines.
Throughout her career, Dr. Nilo has demonstrated ethical leadership and accountability in managing programs that influence national agricultural and environmental policies. Guided by the institutional values of Patriotism, Integrity, Excellence, and Spirituality (PIES), she has fostered a culture of teamwork, gender equity, and merit-based leadership within the public sector.
Her exemplary service earned her recognition in the official list of nominees for the Presidential Lingkod Bayan Award 2025, the highest honor for public service in the Philippines.
On the international stage, Dr. Nilo has helped advance the Philippines’ leadership within the Food and Agriculture Organization’s Global Soil Partnership (FAO-GSP). She serves as the Chair of the Asian Soil Partnership (ASP). Likewise, she contributed to the development of harmonized soil testing methods, governance frameworks, and the Asian Soil Atlas, while championing initiatives such as the Action Framework for Soil Health in Asia and the establishment of the Center of Excellence for Soil Laboratories (CESLAB).
At the national level, she founded the Philippine Soil Laboratory Network (PhilNASOLAN), which now connects 53 soil laboratories nationwide, strengthening science-based soil management and supporting climate-resilient agriculture in the country.
PAA Officers Attend the Ceremony
The awardees were joined at the ceremony by Dr. Rosalina M. Lapitan, Chair of the PAA Awards Committee, and Dr. Jessica D. Rey, PAA Business Manager. Also present was Mr. Sandy B. Abiad, PAA Public Relations Officer and Assistant Secretary of PFPA, who also served as a member of the event’s working committee.
Strengthening Professional Leadership
The Philippine Federation of Professional Associations (PFPA), the umbrella organization of professional associations in the Philippines, brings together professionals through its four major councils: the Philippine Technological Council (PTC), the Council of Professional Health Associations (COPHA), the Council for Business and Management Professionals (CBMP), and the Council for Built and Natural Environments (CBNE).
Established in 2005, the PFPA Distinction and Excellence Awards represent the federation’s highest recognition for Filipino professionals whose work exemplifies excellence, integrity, and leadership in advancing their professions and contributing to national development.
Meanwhile, the Philippine Association of Agriculturists, Inc. (PAA) remains the Accredited Integrated Professional Organization (AIPO) recognized by the Professional Regulation Commission (PRC) for licensed agriculturists.
As the country celebrates National Women’s Month, the recognition of Dr. Bautista and Dr. Nilo stands as a testament to the vital role of Filipina agriculturists in shaping the future of Philippine agriculture. Their leadership continues to inspire the next generation of women professionals to pursue excellence in science, public service, and sustainable development.
